Is Korea’s Ban on Miniskirts the End of Kpop?

A controversial new law on “overexposure” has been passed during the first cabinet meeting of the recently elected South Korean President Park Geun Hye. The law goes into effect on March 22 and imposes a 50,000 KRW (US$45) fine on those found guilty of “excessive” public exposure.

The decree states that individuals can be fined for nudity or indecent exposure. “If their indecent exposure provokes shameful feelings and discomfort to others, they can be fined 50,000 won,” said police in a statement. However, there has not been any further official elaboration on the subject, eliciting confusion from citizens.

Many have raised concerns that the new law hearkens back to similar restrictions imposed by Park Chung Hee (President Park’s late father) in the 1970s, which outlawed skirts ending 20 centimeters above the knee.

The internet has been abuzz with commotion, with many celebrities taking to social media to voice their dismay. “Is the overexposure fine for real? I’m so dead,” tweeted Lee Hyori, to which actress Park Jin Hee responded incredulously, “A fine?? Really?????!!!!! @_@;;;;”

Other netizens have wondered if they could still wear swimwear, and still others wonder if police will begin to carry rulers.

Our question is…what will happen to K-pop? Idol groups like SNSD, Dal Shabet, and T-ARA are notorious for their sexy get-ups. Could this be the end of an entire industry?!

They should really elaborate on what counts as indecent exposure because what may be too much skin to one person may not be the same for the next person. If they don't give more detail, I can see this going bad very quickly. About your question, it's not an end to K-pop. I think this law is mainly about walking down the street and if you're exposing too much then you can be fined. What you wear on stage and in videos is totally different. S.K. already has weird rules about how one dresses and dances like in videos anyways.

well i don't like the new law because i love the outfits that my favorite k-pop artist were rather its short or not they great i don't understand why they are banning them but i believe the president did it or a good reason. With that law nothing should change a women can still look sexy with out having to wear mini skirts or looking half exposed so i dont think anything will change.

As far as I can tell they all wear short shorts with the skirts and dresses. So what is there to see. Or go the other way and all wear hip hugger skirts just above the "V" area. and show lots of abs.

I am all for this law. A miniskirt is one thing, and you should be able to wear what you want for the most part, but it's just going overboard when it's dangerous to even bend over or sit down. I mean half the time it looks like they are just wearing a long shirt! All they have to do is put on some leggings or something.

Fact is there's a line between sexy and slutty in clothing. And most of the time, kpop outfits cross it. Sexy doesn't mean skin everywhere, it's an attitude, it's how you carry yourself, it's how you project allure. And sadly, I can only think of a few girl groups in kpop that can pull off sexy without falling over the line into slutty. My favorite performance of Sistar 19's "Gone Not Around Any Longer", Hyorin and Bora are in red sheer button down shirts, over tank tops, and black jeans...and they're both fierce, sexy, alluring. and OMG almost no skin showing.

  Agreed. I've always had the thought that sexy can go two ways; classy or trashy. It's a shame when girls go the trashy route when they can be just as sexy (or more so) if they went for classy instead.

  I'm probably like the 5th person to reply to you... but like others: i completely agree with you on this! All along I have been thinking the same thing to myself. For instance, I hate when a girl group might come out w/ a new single and the image they're going for is sexy, mature but why do I see them wearing outfits that barely cover up anything? To me, that's not sexy nor mature... that's sleazy *cough cough* and one thing I want to point out is that female artists who sing about more mature things and such don't go around butt-naked and dancing nasty moves. NO, I'm sorry they don't! They dress in nice "normal" feminine/form fitting outfits and it is their voice and the lyrics they are singing is what makes them mature and sexy.. it's that not the other way around. Why is it that whenever a girl group (some) decides to ditch the cutesy, girly routine, the next thing they turn to is nasty and slutty (excuse my french...)??? Now, don't get me wrong I'm not trying to rag on anyone here but geez it just irks my nerve when I see this stuff happening and I wonder does anyone else EVER feel the same way?!

What I think is that a singer should be appreciated for their singing rather than for what they wear. ^_^ Furthermore, I listen to certain idol groups and singers for how and what they sing not for what they wear or show. :) I think that it will really not affect the K-pop groups, if they really do have the talent for what they are famous for, NOT for what skin they show. ;D

Yeah, I think some outfits cross the line into slutty. But if they seriously make this a law, they've got to make one for the men too. And yeah, they definitely need to be more explicit on what constitutes overexposure and exactly what the consequences will be.

I think this is ridiculous, but then I never believe in legislating what someone can and cannot wear. I'm also from a completely different culture so perhaps it's more acceptable to have someone suddenly say no more mini skirts for you.

Well, most seem to be mentioning the females. Any opinion on the males that rip off/take off their shirts and or lift them up to their necks to show off what they may or may not have? This sounds like it is meant for the general public. Other wise, would they not have to regulate theatrical shows too? What if a scene called for some sparse dressing? Then what? This is just my opinion but...There are soooo many groups out and popping out before one can blink. Some groups sounding all the same to me. Not bad, not great. So they have to get your attention anyway they can. ie: dressing daring. I don't think the groups choose so. They all have people behind the scenes to do so. I feel for these young artist. Hopefully if there is to be fines given, they will go to management and wardrobe stylist, and not the artists.

when I first read the headline I thought it was about N.Korea and dismissed it as nothing new for them... now K-Pop moves outside of the K ... hasn't history taught all politicians world wide .. if you ban it ... the more it is wanted ... with all the money involved the industry will simply move outside of the restriction of S.K. as will it's stars to continue their livelihoods. who loses ? S. Korea's economy and people in the long and short of it ... my next thought is if you live in S Korea and take a "questionable" photo in lets say Australia and the photo is published world wide .. do you still get the fine of is it only in the deed is done in S. Korea ?

The reason I pay to watch kdramas is bcos I know I'm probably not going to be embarrassed by anything going on nor I'm I'm going to feel like a voyeour ...that being said, as much as I personally would like to see it turn around I don't think a government has the right to legislate morality. If they as a country, a society choose that direction we don't have the right or authority to intervene with anything but, our thoughts on the matter.

This part: "individuals can be fined for nudity or indecent exposure." <-- That's not so different from the US. However, being fined for what another person feels...that could be very subjective. But seriously, some of the outfits ARE really, really short. Those aren't minis, they're micro-minis. We don't really need to see your butt cheek while you're on stage. That said, the entertainment industry universally seems to love "pushing the envelope" so I'm not really surprised.

I think that, although it is not quite the government's business what people do or do not decide to wear, K-Pop HAS begun to go way overboard. I mean, some of them barely wear clothes anymore. Although they do have spectacular physiques and all, there are ways to portray sexiness without baring it all. As for this law, the only way it would help anything would be by first, becoming more specific. There is absolutely no clue given as to what exactly counts as "indecent", and the idea that people should be fined if their attire is indecent enough to stir up other peoples' "shameful feelings" makes it subjective. I mean, some people are made uncomfortable by yoga pants. Would that then make them indecent?

I think people are getting a little too worked up about it. Honestly I feel there needs to be a little control on exposure. I don't like girl groups because they show too much and are too provocative. Otherwise I might actually listen to, and like their music.

I think the legislation needs more details and needs to be refined more to provide a clearer picture of what they mean by 'indecent' exposure. Laws that are based on one person's perspective do not stay long, no matter the culture you live in. Yes I think some Kpop has gone overboard, but that is not the idol's faults, it is their management and entertainment company behind the idol who want their 'product' to sell in today's market. There are a ton of girl groups out there and many chose to push the envelope in order to get noticed (for example, Raina when they first debuted) I've been listening/watching Kpop now for 4 years and things have changed a lot in that time, from not showing the stomach or wearing miniskirts on stage to now almost anything goes. I think Kpop needs to take a step back on the outfits the idols wear and let the people decide who to listen to based on their talent, not what they wear. They don't need government regulation to do that either, but I'm not surprised that the government is trying to step in and force regulations on the industry or the public in general.

I actually agree with the law in certain aspects, as long as it is performed correctly. I hate seeing KPOP artists becoming sellouts with their body. A fine example is Hyun-A. In the video "Ice Cream", she is showing too much of her chest and is dancing similar to a hooker. In my opinion, I really am sad to be seeing KPOP becoming more skanky and pathetic like the Western World is today when it comes to music. I don't want to see them become sellouts like Rhianna and Katy Perry who become famous for being society's bimbos. I think as long as there is no indecent exposure of the female chest or other sections with underwear (both bra and panties) is shown, I am fine. I am not saying get rid or mini skirts or the showing of the stomach. I am a fan of f(x) and SNSD who does that a lot, I don't mind it. I mean the indecent exposure of body-parts is what I want rid of.

  if there is an impact morality it is because people are WATCHING it ( why ? no on forces them ) .. this is not the industry's fault the stars fault or the clothing's fault .. people guide the market and the industry .. obviously more people like it than not like it ... and as far as what I see it's not "male" driven .. there are more screaming breathless girls at these concerts and shows or "fans" than there are men .. go figure ~

  Hey now! Not to much on Ri Ri and Katy. They are grown ass women. They can wear what they want and do as they please. Janet Jackson is also racy in her lyrics, concerts and photo ops. She posed naked tons of times...yet nobody talks down on her. You may not like the way they dress, but to talk about them like that is rude. It's called bullying. Sex sells b/c people buy it. There is beauty in the human body. Who cares if they choose to show it sometimes. Doesn't mean they are bimbos.

yeah I agree that there is a difference between hot and slutty and some people probably should wear a little more, but I don't think that that is in any way the government's business to decide for anyone. some people may not appreciate the way others dress at times and feel it's not appropriate, but at the end of the day it is our own personal right to wear whatever we want. this is ridiculous.

God forbid anyone bring up a law restricting our freedom to wear what we want in America. We would go ballistic. People are already struggling to swallow the thought of not being able to buy whatever gun they want...God forbid we can't wear our mini skirts.

I'm not clear on S.Korean Government. In US any law passed by Congress has to be signed, Approved into a law by the President. This states that this controversial law was passed by a cabinet. Does this law have to be signed by President Park?? I doubt this

you can be sexy and still cover yourself up. however, the problem with laws that violate personal freedom is that once you come out with one law, then who is to say that there won't be another law forbidding high heels or lipstick?! Also, the fact that they refuse to elaborate on their definition of what is unacceptable also poses a problem. Who chooses what is right and what is wrong?! if there is room for doubt, then that means there is room for debate. this law is very opinionated and biased. They need to evaluate why they are doing this and tell the citizens how this new law will improve their society. you can't just impose laws on people that restrict their personal freedom and expect them to take it sitting down. by doing that, you're no better than the communist dictators that run North Korea.

Focusing on men vs. women when it comes to 'sexy vs. slutty'.. What you have to realize is that men and women's bodies are different (I know it's obvious, but I have to point this out), and even though there are "sexy" ways of dressing (and dancing) for each gender, it's HOW it's done that makes the difference about whether it's appropriate or not. Men have different parts of their bodies that are appropriate to show off (abs, arms, etc), and it's the same with women (legs, arms, sometimes a little tummy), though, sometimes it can be excessive. However, with women it all depends on how they move while dancing that determines the message that they're trying to convey. Because women's bodies are used differently (if you know what I mean..) they tend to automatically seem more sexual and slutty than men, like when men touch their crotches or do body rolls in dances, it usually, though still sexy, tends to convey a power message and not a whore-ish message - at least, to me. Again, this is all reflective of the clothes that they wear, and I personally don't usually watch any female Kpop groups (besides 2NE1 - they give off more of a power message with their dancing - and others like Tiny-G and select soloists) because of the vibe they give off.

I find this law to be a little ridiculous, sure, I agree that some k-pop stars show a little too much and are being slutty, not sexy. But I do not think it should be illegal for them to go on dressing how they want. It's not as though they are nude on stage or in their music videos. It is their right to choose how they want to dress is it not? I will be interested to see how this ends up turning out..
